Before you check
Know the volume figure is an estimate from a clickstream sample, not a measured count.
Have the query written exactly as people type it.
Have Search Console access for the site.
Diagnostic tree
Run the checks in order. Each check ends in a resolution or the next check.
Check 1. Is the zero a sample gap or a measured ceiling?
How: read the tool’s definition of its volume field. Confirm whether it is a sample estimate or a measured count.
Why: a clickstream sample records a small share of searches and extrapolates. A rare query can round to zero in the sample even when demand exists. Long-tail, regional and new queries fall through the sample most often. A measured count of zero would mean no searches at all. The two mean different things.
If the tool reports a sample estimate, go to Check 2. If the tool reports a measured count of zero searches, go to Resolution D.
Check 2. Does Search Console show impressions for the query?
How: Search Console, Performance, Search results, Queries tab. Search the exact query. Read impressions for 90 days.
Why: Search Console impressions are measured by Google from real searches, not sampled by a third party. One impression proves demand.
If impressions are 1 or more, go to Resolution A. If impressions are 0, go to Check 3.
Check 3. Does autocomplete or People Also Ask show the query?
How: type the exact query into Google. Read the autocomplete suggestions and the People Also Ask box.
Why: autocomplete and People Also Ask reflect real queries Google records. If either surfaces the query, people ask it even when the tool sample and your own Search Console are quiet.
If autocomplete or People Also Ask shows the query, go to Resolution B. If neither shows it, go to Resolution C.

When to escalate
Escalate when all three are true.
The query shows demand in autocomplete or site search.
No existing page covers the query.
The query was dropped from the plan because the tool reported zero.
